Quarantine Enforcement Base Isla Pena
Quarantine Enforcement Base Isla Pena, known colloquially as "The Rock," was a Quarantine Enforcement Division base on the island of Isla Pena. It was the smallest of the Q.E.D. bases, but the oldest and most important of them.
