The Militia Localization Act of 1870, officially titled the Territorial Militia Act (Localization), 1870, was legislation that reorganized the Utah Territorial Militia (UTM) from decentralized militia into several organized militia districts.

It established that when the UTM was federalized, the regiments would be divided into numbered "Utah Regiment(s) of Foot".

Nauvoo Acts of 1870 and 1871

The Nauvoo Acts of 1870 and 1871, established the precedent that the State of Utah could use the Church of Jesus Christ of Latter-Day Saints (LDS) to call up volunteers to serve in a varity of non-combat roles.

These acts would be used once during the British-American War of 1885 to man the Utah Corps of Engineers and Mining. At its height, the UCEM enlisted 120,000 men to build railroads from Salt Lake City to Calgary.
